The U.S. International Trade Commission (USITC) is instituting an investigation and requesting public comments on the probable economic effect of certain modifications to the rules of origin in NAFTA.
The goods considered for such rule-of-origin modifications include the following:
- spices;
- thermostats;
- parts of parts;
- loudspeakers;
- speed drive controllers;
- printed circuit assemblies;
- household appliances;
- seasonings;
- precious metals (gold, silver, platinum, palladium, and rhodium);
- carrageenan; and
- toys.
Importers relying on NAFTA rules of origin to effect duty-free entry of such merchandise should immediately have a review conducted of the proposed changes to determine if their importer will be affected, and, if so, file comments as to the probable economic effect of the change on their business. The Comment deadline is August 27, 2004.
