ICPA’s 10+2 Survey

The survey results are in! On December 19, 2008, ICPA released a survey to gather information on how ICPA members and the import community plan on implementing the requirements of 10+2. There was an average of 288 respondents to the “10+2” Survey questions. Major bullet points are:

  • The majority of respondents are aware of “10+2” (over 98%) and are knowledgeable about the data elements (95%).

  • 86% percent of the respondents expect that “10+2” will impact their company’s import operations.

  • 56% plan on using their Customs Broker to make the security filing, while 15% intend to use the forwarder. Almost 13% have not decided who will file for them.

  • 40% of the respondents said that they plan on filing the Custom entry at the same time as making the security filing, while almost 40% said they would keep the two filings separate. 20% said they did not think about filing the Custom entry at the same time as making the security filing.

  • 56% of the respondents said that they expect to be charged a fee for the security filing while 36% did not know if their agent would charge them a fee.

  • 225 of you responded to the question on how much you would be charged for the ISF. 16% of you said that the fee would be less that $35 per filing while almost 12% said that the fee would fall between $35 and $85 per filing. Less than 2% said that the fee would be $85 or more per filing. 167 respondents, or almost 70%, however, said that they did not know the cost per filing yet.

  • 54% said that they have discussed the information requirements with their foreign suppliers while 45% said that they have not.
