CBP has announced that CAPE will launch Phase 1 on April 20. This will handle any unliquidated entries or liquidated entries where the liquidation is not more than 80 days old at the time of CAPE declaration filing. If the entry has liquidated and is older than 80 days on the CAPE start date, you will need to file a protest until otherwise advised.
Any entry that is beyond the 180-liquidation date, including those liquidated in 2025 and early 2026 will need a court order under 28 USC 1581(i) to reliquidate with a refund.

In order to receive the refunds, importers need to have access to their ACE Portal and have completed the ACH refund authorization. For importers electing to have their brokers complete the CAPE requirements, check with your broker to ensure they are filing.
The Portal is expected to receive a substantial amount of traffic and may crash for the first few days.
