This 4-part series will give participants the tools to understand the chemical world and systematically classify chemical products under the Harmonized Tariff Schedule Chapters 28, 29, 39, and 40. Attendees will emerge with a greater understanding the chemical composition of imported articles and how to classify them for tariff purposes.

Chapter 29: Organic Chemicals

  • Nitrogen compounds
  • Vitamins, Hormones, Alkaloids and Antibiotics


Chapter 39: Polymers (Plastics)

  • What is a polymer?
  • What determines Ch. 39 v Ch. 40?
  • What are primary forms?
  • Natural v Artificial Polymers
  • SAN, ABS, PVC, Nylon, etc.
  • Copolymers


Chapter 40: Polymers (Rubbers)

  • Natural and synthetic rubbers
  • Gloves, wetsuits, tires
  • Nitrile, EPDM
  • Waste, Pairings and Scrap

 

You can register for individual sessions or for all four. The cost is $65.00 per session for 1 to 3 sessions or $220.00 for all 4 sessions.

About Your Instructor
Dr. Thomas "Pat" Collins is a classification and chemical specialist for Tuttle Law Offices. He holds a doctorate in Dental Surgery (DDS), as well as a master's degree in biology.  After consulting with Tuttle Law for nearly thirty years, he joined the firm full time nearly a decade ago as a primary resource for technical classifications in the HTS. He has extensive teaching experience as well, having taught in educations settings from the community college level to the doctoral level, both nationally and internationally.
